I turned on the TV a minute ago and the CBS Evening news was on. There was a report on the elections in Zimbabwe and the fact that Morgan Tsvangirai has withdrawn from the Presidential election. They had a clip of Robert Mugabe talking, and then a clip of Tsvangirai. In both cases there were subtitles. Both men were speaking English.
Now come on. I know that Zimbabwe is almost laughably corrupt and the fact that the nation's first President was named Canaan Banana is just outright laughable and the men speaking on that news clip have strong African accents, but are you telling me the people at CBS think the average American is so fucking stupid he or she can't understand English spoken with an accent? This kind of subtitling thing happens more and more often on news programs, when 'foreigners' are speaking... yet when they put a microphone in front of some holler-dwelling toothless yokel from Kentucky or an idiot like Snoop Dogg we get no subtitles at all, just when we really need them.
Come on. Are Americans really that fucking stupid?

I'm guessing you haven't seen British accents with subtitles; or a hick interviewing a second-language English speaker who speaks better English than themselves; but the "for-uh-nuh" is in subtitles.

I was watching carribean cops the other night on some obscure cable channel and whilst I could understand the gentlemen in question, there were still subtitles.
I just think TV think people are very stupid.

I blame the Man In The Street. He is asked his opinions on news stories, politics, world events, basically anything newsworthy. If something happens of any import, a reporter rushes out to get the verdict of the Man In The Street, when what they SHOULD be doing is talking to an expert.
Thirty years ago, the Man In The Street would've replied to a complex question with a dismissive shrug that said 'don't ask me, I'm stupid.' But these days, the Man In The Street has been led to believe that his opinion counts, but his opinion is invariably stupid.

In answer to your question,"Yes" - but not for the reasons you describe. But it is not like The Rest of The World are rocket scientists in comparision.
Incidentally, having known a few Africans from the area(both white and black) I can attest to the gutteral mewlings of the Rhodesian accent. At the worst it sounds like my mother when she has found out I have spiked the fruit punch. At best it sounds like a geriatric Nazi with Tourettes.

Anyway to play devil's advocate here, subtitles are sometimes needed depending on who you're trying to understand.
Here is an example.
Ignorant Redneck inbred hicks--you need subtitles to understand them!
"Whut ya doin' thar Travis?! You dun gonna shoot yo' damn pecker off boy you gonna play wit dat six shooter."
Translation: "What are you doing there, Travis?! You're going to shoot your penis off if you continue to play with that gun."
I bought the DVD "Snatch" and was very happy to see the subtitle option since you couldn't understand Brad Pitt's character Mickey.

I've seen subtitles on BBC shows made for UK, and for everyone from Ozzy Osbourne to Pope John Paul II. Sometimes I'm surprised by them too, but they do serve a purpose- can you honestly interpret everything mumbled by a drunk Englishman?

Yes. America is essentially the only "real" place you can go anymore where it's not required, or at least "normal," to speak 2 or more languages proficiently.
Due to the apparent lack of emphasis placed on language here, both written and verbal, we end up with a bunch of fucking dumbasses that can only understand their native tongue when it is spoken with their own dialect. They don't recognize the words. They recognize the *sounds.*
Even the most retarded of Uberers tend to be more literate than the average guy at the bus stop....which is a horrifying revelation.
