It is amazing that you think the bush administration pulled off a feat of demolition on two buildings that would take months of wiring in one empty buliding, hide all the charges for however long the operation took (a year +), wire a third building, have three passenger jets full of people disappear (or maybe one, I am not up on the latest scientific theory by our favorite doc of religion griffen) keep everyone involved sworn to secrecy, yet not think ahead to get the family of the co-conspirator out of the country (or plant WMD in Iraq).

He's essentially saying "I'm not going to tell you to shut up, but you should seriously consider whether you have a duty to shut up....i.e. shut up." It's just rhetorical slight of hand. Urging the press to keep the people informed when he spent the bulk of the speech suggesting they should have the self-discipline to "weigh [thier] rights and comforts against [their] obligations to the common good" isn't that impressive.
